T-Bird rev counter hassles

The rev counter needle on my 1997 T-Bird has recently started wanging up and down with a life of its own. It's a bit like the instruments on an old Brit bike from the 70s :-)

One of my mates reckoned it might be due to a bad earth, while another thought the capacitor controlling the rev counter might have blown. If anyone else has experienced similar, I'd be very grateful for any info on how to sort it, before I start buggering about with the wiring to the rev counter etc.
